City of Manitou Springs Responds to Community Feedback with Parking Program Updates
MANITOU SPRINGS, CO — In response to feedback from residents, visitors, businesses, and City Council, the City of Manitou Springs is implementing key updates to its parking program. Based on community input, the City will reinstate the use of stickers for residents and hang tags for resident guests and businesses effective immediately.
As before, the number of permits received is based on the specific RPP zone as outlined in the RPP manual.
• Residents will receive a sticker to affix to the windshield of each registered vehicle.
• Residents will receive up to, two(2) hang tags for guests.
• Businesses and employees will receive hang tags.
• Short-term rental properties will receive hang tags for guests.
The City recognizes the importance of protecting residential parking areas while ensuring accessibility and convenience for all who live, work, and visit Manitou Springs. The decision to reintroduce stickers and hang tags reflects a commitment to addressing concerns related to enforcement, compliance, and ease of use while maintaining secure and efficient parking solutions. All vehicles parked in Residential Parking zones must have either a sticker affixed or a hang tag visible to staff.
Permit Validity and Transition
All 2024 Business and Residential Parking Permits will remain valid until transitioned into the digital system for 2025 based on the date you registered your 2024 tag. Your 2024 tag expires 12 months from the date it was registered. If you are unsure when your tag expires, please contact parking staff and they can look it up for you.
Application Process
The City acknowledges that transitioning to a new system has presented challenges and appreciates the community’s patience. While the online portal remains a convenient option, City staff are dedicated to assisting residents in person to ensure a smooth registration process.

Hang Tag and Sticker Distribution
As a direct response to community feedback, the City will revert to using stickers for residents and hang tags for resident guests and businesses. Vehicles utilizing residential parking must display a sticker affixed to their windshield or a valid hang tag. To avoid potential misuse and overcrowding, the number of guest hang tags received is dependent upon the guidelines for each RPP zone. Guest tags do not require a license plate entry but must include the resident’s address identifier to verify that vehicles belong in the designated RPP zones.
New hang tags for 2025 will include enhanced security features to prevent duplication. Each hang tag and sticker will have a unique QR code which links it to a specific residence. Additionally, the street number of the associated address will appear on the hang tag.
Hangs tags are available now! Residents may pick up their sticker(s) and guest hang tags in person at the parking office during business hours, or they may request mail delivery by calling or emailing the parking office. Residents with mobility issues may request in-person delivery during office hours by contacting the parking office to arrange accommodations.
